Professional alterations would be very simple to have the skirt sized smaller (or a bit larger). For smaller alterations, the interior clasp can be moved in an inch or two without noticing any bunching or needing fabric cut away.

The waist was taken in one inch (measuring 25 inches), but the fabric at the waistline is still there, so it could be taken out an inch. The length was taken up. I am 5'6, and wore three inch heels, and the skirt was floor length.
