Brand new, never worn. The dress worn in the picture was a store sample but, I ordered a brand new one and never tried it on.
According to the designer’s chart the approximate measurements are:

• Waist: 30.5 in

The gown has a lace-up back, so it’s adjustable by about an inch in either direction.
