You don’t need to worry about hip measurement due to ball gown style it’s only bust and waist. You’ll need a slim mid to upper back unless you create backless style which I’ve seen recently and told it can be done via corset style

I was a D cup and fit perfect, it was tried on by a B cup and she was fine too
