I had the dress shortened to fit me without shoes at 160cm tall. It's a standard size small from Katie May which measures:
* bust 33 inch
* waist 25.5 inch
* low hip 36 inch
* thigh 31 inch
I wore the dress as a halter but you could sew the straps to a good length for you to wear straight over the shoulders.
