This is a Pnina Tornai dress from the Wind Upon Water Collection. It is 2 pieces consisting of a corset top (which you can tighten or loosen as you please) and lace ball gown bottom. The whole dress is filled with pearls and Swarovski crystals on the top (which were custom added). Beautiful flowy dress.
