Absolutely brand new!! I bought this dress, had it in the bag for two months, and then fell in LOVE with a different dress. I would have just returned this one, but it was past the 30-day return window. So this is completely unworn, tags still on, not tailored in any way - literally a brand new dress! They just discontinued the Carrington and are sold out of the small sizes, so snag this one while you can!! Also a note: if your waist size is 27-28, this dress will still fit, you just need to have a tailor add a bit of extra mesh to the bodice in the back. I got a quote and it was less than $300 to fix. However the dress is designed for a 26” waist.
